Audience: Who
In the Who step, the target audience for your push notification is determined. The push notification can be sent to all users or your target audience can be narrowed by selecting the users by "Select Users", "Advanced", and "Distribution List" which are explained in Defining Target Audience.
After you have chosen your target audience, Selection Criteria will show you who you are broadcasting to, number of users, number of devices, and number of Android/iOS the notification will be delivered.

Ignore User Message Limits
This option allows you to send push notifications to users even if they have reached their message limit. Normally, push notification platforms limit how many messages a user can receive within a certain period to prevent spamming. However, in urgent or time-sensitive cases, you may need to reach users immediately. By enabling Ignore User Message Limits, you can bypass these restrictions and ensure message delivery. It is important to use option carefully to avoid overwhelming users and increasing opt-out rates.
Limit Target Users
This option allows you to set a maximum number of users who will receive your campaign. Once this limit is reached, the campaign stops sending messages, even if there are additional users who meet the campaign's targeting criteria. This is useful when you want to control the campaign reach and ensure that it doesn't go beyond a certain limit.

Defining Target Audience

You may define your target users by filtering them based on a variety of attributes such as tags, segments, profiles, past behaviors, locations, devices, and more. This step ensures that your web push notification reaches the right users — those most likely to engage with your message.
All the criteria listed below can be created or edited under the Targeting tab in your Netmera dashboard.
Tag
You can use tags to group users who share common behaviors or attributes. Tags are created under Targeting → Tags. To create a new tag, click Upload & Tag Users, enter the tag name, and upload a text file containing one user identifier (ExternalId) per line. On the Tags dashboard, you can view all existing tags and perform actions such as delete, send message, or export users. To learn more, please refer to Tags section. After creating tags, you can use them here to define your target audience. Choose between:
Has: Users who have a specific tag.
Has not: Users who do not have a specific tag.

You can also combine tags with AND / OR to refine your audience:
Tag A AND Tag B → Users who have both tags.
Tag A OR Tag B → Users who have either tag.

Segment Segments are dynamic user groups. Based on user actions, people can automatically enter or exit these groups. This keeps your audience up to date in real time. You can also segment users by location to send region-specific content. To learn more, please refer to the Create New Rule Based Segment #Step 2: Define Segment Criteria section.

You can target users based on the segments they belong to. Select In to include users who are part of a specific segment, or choose Not in to exclude them. After selecting the desired segment from the dropdown list, click Add to apply your filter.
Profile You can target users whose profile attributes match specific values defined in their user data. This allows you to create personalized and precise audiences based on user characteristics. Use the dropdown menus to select an attribute (e.g., Age, Gender, Subscription Type) and define your condition (e.g., Equals, Less Than, Between). To learn more, please refer to Profile
Example:
Gender = Female
Age = 25
Subscription Type = Premium
This option helps you deliver messages that align with each user’s demographics, preferences, or subscription level, improving engagement and campaign relevance.

Response Target users based on their interaction history with previous push notifications.You can include users who engaged with or did not respond to earlier messages. This helps you create personalized follow-up campaigns, such as sending reminders to inactive users or appreciation messages to those who interacted. You can also specify a date range to target users who interacted with messages during a particular period, as shown in the image below.

Location Target users based on their geographical location. You can define a specific city, region, or country to deliver location-relevant notifications. This option is ideal for promoting local events, store openings, or regional campaigns. You can search for a location or enter its latitude and longitude, then set a distance range (in kilometers or miles) to define the target area.
Last Used Device Target users based on the most recent device they used to access your app. You can choose to send push notifications to users who have recently used a specific device (for example, mobile or desktop), or exclude users who last used a certain device type. This helps ensure your messages are delivered on the device where users are most active.
Location Preferences Target users based on their location permission settings. You can include users who have granted location access to your app or exclude those who have denied it. This ensures your location-based campaigns comply with user privacy preferences while maintaining relevance and accuracy. You can select from the following options:
Always: Users who have permanently granted location access.
While Using: Users who allow location access only when using the app.
Denied: Users who explicitly denied location access.
Restricted: Users whose access is limited by system or parental settings.
Not Determined: Users who haven’t set their location permission yet.

Device Target users according to their device type. You can select users who are currently using a specific device, such as an iPhone, Android phone, or desktop. This option is useful for optimizing your content or layout for the selected device and ensuring the best possible user experience.
Operator This targeting option allows you to target users based on their telecom operator. You can send push notifications to users who are using a specific telecom operator.
App Version This targeting option allows you to target users based on the version of your app that they have installed. You can send push notifications to users who are using a specific version of your app or exclude users who have an outdated version.
Operating System
This targeting option allows you to target users based on the operating system of their device. You can send push notifications to users who are using a specific operating system, such as iOS or Android.
Installation Source
This targeting option is available thanks to Netmera integration with Adjust. It allows you to track users who have installed your app from advertising campaigns and send push notifications to them based on the campaign that brought them to your app.
By App Tracking (Android Only)
This allows you to track and target users based on their in-app behaviors, such as their usage frequency or the actions they take within the app. This can help you to refine your targeting and send push notifications to users who are more likely to engage with your app. Note that this feature is only available on Android devices.
By App Installation Target users according to their app installation status. You can choose between two options:
Has App Install: Users who currently have your app installed.
Has Not App Install: Users who do not have the app installed.
Android Provider This targeting option allows you to target users based on their Android provider. You can send push notifications to users who are using a specific Android provider, such as Google or Huawei.
Promotion This targeting option allows you to target users based on whether they have a promotion code or not. You can send push notifications to users who have a promotion code to encourage them to use it and drive more sales.
